This is important because it can be implemented "voluntarily" by banks. NO parliaments, congresses, or presidents need to approve. ALL banks will agree to it at the same time because if only a handful did they would lose business to others (so it must be broad across the entire industry to be fair)
At first the tax will be so small that it's not even noticeable (probably a fraction of a percent)
