That's a ridiculous statement.... First of all, look at the net inflow/outflow numbers. Second, if they REALLY wanted to leave, (and weren't just saying so to appear politically correct.), it's not hard at all.
Personally. I would just buy a ticket to Mexico city, then go north, and hire a coyote to take you across the Rio Grande and the desert, once you are in, just tell the ACLU that you are mexican, and it will be no problem
