Tom, didn't you just do a clean installation of windows?
I mean, if you did, and you're still having the same problem as before, it's either
a) not a virus
b) the virus is in some program you installed after re-installing windows
or c) it's a boot sector virus, in which case formatting C wouldn't be enough, you'd have to re-partition your hard drive and then format.
But as Mr.Fiction said, give us some more info: what is the name of the virus, or alternatively, what are the symptoms?
