Driving it underground will only make things worse - I predict gambling, whoring, and drinking in Canada will all rise on account of such narrow-minded, short-sighted, ill-conceived (and other hyphenated words that refer to government misfeasance) laws.
Keep it legal and the government can collect taxes on it and helmet safety for the dwarves will be better.
What's next, eh? A ban on gay lumberjack bath houses?!?
