Not sure what's disturbing? My guess is that it's issued on a non-US bank and the BIN is coded to score poorly against a high risk recurring transaction.

It really should be scored that way, imo. One of the worst things to happen to conversion ratios is pre-paid cards. You can't make a guy put $30 bucks on his card in order to ram his re-bill through, that's one of the reasons why you don't see ePassporte as a viable alternative to Mastercard or Visa on adult sites. Amex might be able to get away with their crazy replenishment scheme on their pre-paid cards, but they are a closed loop transaction system, they don't have to please the banks that are part of their association.

And on another note, your surfer knows the names (basically) of the two remaining third party billers? Sounds like a habitual canceller or chargeback to me, most surfers aren't really that bright.
