                                              If it made it past a "few residents", I'd suspect that people would get really upset. They're sugguesting 7% - the same as the p.s.t. in Winnipeg.

                                                                              The article isn't saying the tax will be reality, it's saying "The proposal is one of hundreds of resolutions party members have brought forward to be considered for debate at the NDP's annual convention, which begins today in Brandon."
