Why does volumebrokers.com advertise if its invite only?

As it says on their website:

"our program is INVITE ONLY and we will ban any spammers of any type who attempt to enter the program."

So why have I seen their banners around? If its INVITE ONLY, then why are they advertising?
    Just give'r

You can only see the banner if you have already been approved. It doesn't appear for the non-elite. Just like that banner for Sleazy's cruise, and the one for the party at Lensman's house next month.
