    Why did Visa ban AVS?

      Several reasons. One was the notorious fraud levels coming from that particular business model, and Two was that with the issuing of VISA pre-paid cards to minors, and suspension of the COPA act, VISA did not want their cards used as some kind of age reference.

                  It's true that a CC can't really be used as an age reference ... but what can ?

                      At this point, online legistlation is VERY vague. With the suspension of COPA, the point now falls back to the previous standard, which was the " Electronic Signature", some kind of typed statement, more complex than just checking a box, in which the user asserted that they were of legal age.

                              Visa did not ban AVS, they don't like the idea that a cc is proof that the user is over 18, but the fact is they can not enter a contract with a minor, so it is valid proof.

                              Some AVS's decided to call themselves AEN's but what is in a name?
