no, ppl are just getting dumber bc our education system sucks and technology will always be used to assist ppl in making new ways to scam ppl.

I bet you $500 I could call 50 people and get at least 10 credit card numbers and ssn's with no problem just via social engineering.

and I believe a scam depends upon the victim FALLING for it, not how smart the scammer is ...

They came to realize something: You don't have to have a big plan to steal, you can just be dumb, arrogant, and blatant about ripping people off, and you will still make money.
