Car junkies ... I got a question

I havea 99 Honda civic dx coupe
and when i press the breaks it sounds like metal on metal

my brakes are not working any less than before

I was told it could be a little metal thing telling me i need to get my brake pads replaced

BUT i was also told that it is the rotors (spelling ) grinding against my breaks... but if that was the case wouldn't the brakes not work as well?

they stop on a dime still just sounds horrid

I don't wanna take it ina nd find out it will cost me 100000 to fix if it is something other than just replacing break pads

I hate going in cuz my car is lowered and it does not have a camber kit on it so the tires lean in and they hate it and tell me ineed to get it fixed cuz it eats my tires like every 50k miles
but i left camber kit off on purpose as I like the way it makes the tires look

but anyways


anyone help me with my question?
