          Okay, I don't give a fuck whether the child is mentally there or not, she was HANDCUFFED. What in the hell could she possibly have been doing to require a taser? If you can tase a child, you can also reach out and grasp her arms to subdue her.

                                      Even with handcuffson, a 9 year old is still a CHILD. I don't give a ripe fuck if she was trying to kick his nuts so far up in him that he was coughing pubic hairs, there is NO reason to tase a child.

                                      What's a matter, can't the big bad policemen handle a child? Take possibly two or three cops to do it, but if you have her in cuffs already, then put ankle restraints on her and sit her ass down somewhere under the watchful eye of another cop.
