Declined CC - can this be a reason?

For the first time ever i got one of my main cards declined

now i wonder about this:

is it possible that a card gets rejected when the country IP and card country differ

like.. i am in china and use a british credit card
might the system decline my card cuz the check my ip and see i am using it from china instead of the UK

???

I used to live in the Caribbean, and most of the time I could not use my US CC's online when I was there...

That was to buy webmaster services such as hosting and content that were being processed by CCBill...

No, it wasn't for porn as where I used to live you can get a HOT Clean Latina "Rent a Lady" for only $35...

online or offline?

thats what matters to me

of course i can use my card offline all over the world
why else would i have one

but online??

thats the only thing i can think of right now that would maybe cause my card being declined
never had problems before

It depends on their fraud system on rather you got declined for using a credit card from a different country than your in. They can also decline you for using a proxy (especially if it's a anonymous proxy).

Their is alot of times a scoring system, that takes into account, if your using a free email address, using a proxy server, the type of proxy server your using, where you say you are from and where your ip address is from, the distance from where you are from and where you say you are from, etc.. The list goes on. It's all on how they got their fraud scrubbing setup.

thats what i was thinking too

however if they want me to use their service they will either have to accept that card or none.

i will call them today to see if there can something be done about the card

Every system seems to be set with different levels. I was testing one of the companies I send traffic to and it took 3 cards til the system would clear one of them. I don't know why only the 3rd one went through. If I had been a real customer I would have stopped after the 2nd attempt.

I must add that I've had lots of trouble using my ePassporte Visa card. It works fine in ATM machines, but I gave up using it for anything else, after being embarassed a couple of times in restaurants and a store I gave up using it for anything else than withdrawing money...

Maybe hard to use online because it's attached to a bank in Curacao ?

Have you by any chance asked for a refund? Purchased a big ticket item in the past few days? Used your card more often in the past few days? Maybe rented something that took a big pre-authorization amount? They could have temporarily blocked your card for those reasons, all it needs i your call to confirm that it's you.

If you've disputed a charge with a processor, they may have put you on a 'watch' list.

hmm trixxxia... nice idea

i used the card (which is rather new) a few days ago to create a 2nd paypal account and deposited 400 bucks from it before paypal decided to put the account on hold till i can verify i am the card owner

might that have something to do with it
but 400 isnt a lot of cash... is it?

New card & one of the first transactions in the 'bank's view' is a cash advance - could be it - did you have to call the bank to confirm that you've received the card and that it was in the rightful owner's hands?

The other thing is that it's a possiblity, depending on where the processor of the site that you're trying to use is, that they don't have real time access to newly issued credit cards. Could be unlikely, but a few years back - I remember a customer of mine that had that problem.

Geolocation and IP to issuing bank correlation is a pretty standard fraud-scrubbing scoring device these days.

However, you should also keep in mind that sophisticated fraud scrubbing systems use a combined overall scoring system that takes into account many different factors including velocity checking, etc... to come up with an overall score, and then assign a threshold level to determine probable fraud. Thus, a card can sometimes be declined on different sites at different times
