nah... they ask at least 2 identification items that couldn't be found on the envelope or in your wallet.
most merchants have something known as a floor limit. it's the maximum amount they can pass on a card without requesting an authorization. a good fraudster knows the floor limits of various merchant types and can easily rack up purchases on cards that aren't activated, stolen/closed cards, overlimit cards, etc.
