1 is you are born with your IQ, and physical and mental health relate to how much potential you can use...
The other is that the enviroment you are in relates to your ability to learn and process information.

Actually, the age is 8 if I recall.
Was making a play on words with Sleazy, he apparently has a very small learning capacity to begin with...
It is good reading though. =) I doubt they'll ever be able to prove an IQ increase over 8, but... the thing is, its mental age divided by a factor.
We've already proven him to have a mental age around 8, so... I'm thinking it'st still possible with him.
