Well, here's the thing folks:
Shaving is not only a civil thing, but could also be a criminal act (fraud). In the US, officers of a company that support and operate a fraudulent scheme in the company name are also liable themselves in criminal court.
There may be no money, but I would suggest that a winning judgement (even if not able to be paid financially) might be enough to get the DA in that area working on fraud charges.
You could also point this out to the feds, who might want to come have a look at the books to see where that money was going (is the shave just not being reported, or are those signups and payments getting diverted elsewhere... and is that elsewhere an officer's personal account?)
If you think you have a leg to stand on, aim high and wide.
