Transparent proxys, valid usernames and passwords would make a system like this work..
I've seen beta code for a modified apache module that caches the username and password pairs.
ie, the evildooer asks for members.bangbus.com, the "proxy" knowns the password, the user does not.
The only thing you can tag the accounts on are bandwidth limits, they of course appear to all come from the same classc.
It's a good scam.. they might even be able to justify it to a judge.Comment

The screenshots of "his software" actually show MIRC's config dialogue, and the request bot of some pass cracker IRC channel. So most likely he just provides a download link for MIRC and the addresses of a couple cracker channels.
