                                  You should learn about the Gulf War and why we didn't take out Saddam then. The cease-fire was based on things like no WMD's. Then they violated 17 of the UN's resolutions regarding those. Saddam wasn't allowed to have them because he defined himself as a tyrant and signed things saying he wouldn't develop them in order for the cease fire to happen.
