I can assume it was done by Iran itself as a sort of provocation.
The aim of the possible provocation is other countries to press USA.
I dont except US though - checking Iran air defenceIn - that means that their airdefence's efficency = 0, and, what's the most concerning, incapability to defend nuclear objects. Th In the case Iran is doomed.
That gives US another point to blame Iran on.
Anyways, that smells like the beginning of another "democratization operation". No good at all
