Of course they do, and the president has the final say on whether a bill gets passed or vetoed. Parties will often times pass a bill they don't agree with in order for their own bills not to get vetoed. Thats the way government works. A large portion of the US is not in unrest, there are no two clear sides fighting each other, and the economy is actually doing quite well, just the indicators used to determine its status are a bit outdated.
There are just about 0 chances for civial war.
0 chances of civil war in the next few years. Vast swathes of Americans will need a fair bit of pushing to kill vast swathes of other Americans - 99% of people are horrified when one of them gets their head hacked off, that sort of thing takes time to build up internally, you can never say never, but you're going to need catastrophic changes for it to happen in the next 10 years.
