I can't speak on the international aspect of your question, but note that some states and portions of various others, based on zipcode, are basically considered off-limits by many adult vendors and they won't ship there.
Instead of waiting for responses here, go to some websites that sell adult dvds and view their terms page to see what areas they don't ship to ... after checking some, you'll likely have much of the answer you're seeking.
