There would be two reasons a mb would not boot.
1. Bad piece of hardware.
2. Busted MB or CPU

The first thing I would go is disconnect one component at the time starting with the CD/DVD rom then work you way to the barebones of the computer. Leave the ram for last, do you have one or two chips? If two then remove one and leave the one in slot one for ram if that does not work then try the second chip by itself. If all else fails then I would remove the battery from the mb to let the cmos reset and see if that helps. If that does not help then either your mb or cpu is bad, then you will have you problem narrowed down to two components and will be certain that the other components are good. Hope this helps.
