Your ignorance is astounding, but let's ignore your intellectual incapabilites.
Who cares if junkies are smoking crack or shooting up in a regulated facility? Sure, drug abuse is unfortunate, and it should not been anywhere, but this is the real world & the abuse of substances is here to stay. It's up to you to choose that enviornment. If you want it done in your own backyards (literally), aside your children's bus stop, on that park bench, so be it. But perhaps you can swallow your pride and the moral highground you stand upon, and realize a sedated junkie in the confines of professionals is much safer than those same zombies walking the streets free, shooting up wherever convenient.
Your government is not promoting it's use, contrary to what you think.They just know it's unavoidable, and trying to accomodate the dreadful/bad, with a little safety.
