Man, sounds shitty.. Your city kind of reminds me of some places here, for example, San Francisco has some really moronic social programs on various drug addictions, but that whole city is whacko. I can understand the city not giving a fizzuck about marijuana and things like that(Vancouver gets props for that,lol) but I mean heroin? It just ruins peoples lives, I'd be ashamed of my leaders who allowed such a thing. (of course, I should probably expect the same damn thing soon in my country! )
