Definetly.. And Imo. the source for this cheating is the program that cheats, not the prosessor, as he could propably do this on any prosessor.
It's like asking if we should build roads narrow so the cars won't drive too fast, or if we should catch those that do the fast driving..
Well, even on a narrow road you will see some sucker drive too fast.
