Because it gives choices for webmasters to use on their various sites....If everyone who promoted the same program had the same 5 banners...The surfer would see the exact same banner constantly and perhaps that banner hasn't caught their eye...but seeing it on another site as another version they might click...

It gives people different types of banners to try out and different flashyness...
