I remember on one of the 20/20 type shows they had the case of one guy who set up cameras in a changing room used for friends who came over with their children to swim in his pool.
He could not be brought up on any charges because none existed covering hidden cameras in his own changing room.
Another guy actually set up a camera in a neighbor's house and watched her shower...a landlord did something similar. NO EXISTING LAWS were broken because they were given entry so they couldn't even get them on unlawful entry.
Laws have changed since then...but still the victims in these cases couldn't do squat.

I'm not sure if you were in Vegas when they had the guy who was videotaping children and teens at Wet n Wild, zooming in on their asses, crotches, etc. and nothing could be done about it because they were out in public and he was taping from a public sidewalk...he was then selling the videos on the Internet...I think they finally nailed him for improper business license or some shit like that because even though what he did was clearly wrong, there were no existing laws against what he was doing...
