Doubt it was sheer chance places like Iran and North Korea decided they wanted to progress towards nuclear weaponary after the time Bush did the "axis of evil" verbal.
Other countries are doing similar "protective" stuff - (tho maybe not with nuclear - they have that already) - but in areas of communication blah - eg.. Europe is setting up (or has set up) it's own satellite system for comms where they previously shared with the US, but no longer trust this system/arrangement.
