As an idea......
Establish a webmaster guild that trains new folks as downstream affilaites, works with its members and policies the disputes internally. You would be able to maintain quality control and consistency across your members for the longer term. Its a hard line to walk since everyone wants to be #1 but, networking is the key to any business to be successful......

How about a FAQ "how to avoid scam" too?
I mean, many webmasters dont really get suspicious before its too late. Not getting money is quite obvious, but the biggest problem is shaving(?), and lots of nasty tricks can easily be avoided if you just now how and where to look. And this is 100% legit.
