Let me just start off by saying epassporte is a great service. That doesn't mean its perfect. I realise that there are no simple answers , but rambling doesn't make it any simpler.
Lets start with the simplest, You state that your only following the visa " know your customer rules ". Very easy question , why wouldnt you "know your customer " BEFORE they open an account.. Dont worry i can answer that for you.. BECAUSE NOBODY WOULD SIGNUP WITH YOU !!!
Im also a little bit curious about this " know your customer" rule. As suprising as it may sound, NONE of my 8 visa's or 2 MASTERCARD's have asked me for any of the info epassporte requires.
