People who don't completely clear off snow from their vehicle are liable if a crash occurs as a result; there are numerous incidents of people being arrested, even jailed for failure to completly clear off loose snow, ice, etc.
The lack of education is the primary reason many folks don't completely clear off snow - most don't realize the dangers, and more importantly, don't realize they could be held criminally liable in a crash; keep hoping the media would do some stories about this subject ... would help make winter driving safer.
