Wow, I had no idea you had a stalker like that, at for 7-8 years!! If he's really harmless, then I doubt he would have gone to your neighbors to just chit chat about you and find out more info. It sounds more like he's very obsessive and wants to know everything about you and your life. I would tell your neighbors about the guy, that way if they do see him around, they'll at least know about him and could tell him off as well. But honestly, I would file a police report and probably want to get at least a restraining order against him. If he is talking to your neighbors, the next step is likely getting closer and closer to you... I hope it doesn't get to that, but I think the odds are likely he will.
