Here are some sources for my "theory"
The first one is from a Lebanese American:

Both articles date back to early 2004.
I believe that the only reason why the US is not acknowledging that Syria has Iraq's wmd is that according to the Bush doctrine, if it is known that Syria has wmd, then the US must "help" Syria get rid of them.
At this time, the US cannot afford a 3rd front, so nothing will be done until at least the middle of the year when a new government has been established in Iraq.
