Who said anything about persistent installs? At least one of the toolbar programs spammed above boasts about their "persistent" toolbars to increase the install rate.

Google do not count as toolbar-pushers as they do not use tricks or otherwise unscrupulous practices to install their toolbar on a surfer's system, and once the toolbar is there unless you actually used it you wouldn't notice it. They give you a choice. Toolbar-pushers do not.
