No, because you don't get hit with a persistent install request when you go to
www.google.com, thicky.
If someone actually WANTS a toolbar then that's their choice. But most toolbars install themselves without permission, trick their way in or persist. Those are the bad ones.
Come to think of it, haven't you been involved in writing these things yourself?
