As far as easily customizing the templates and having a wide variety of templates to choose from i would have to say blogger. (probably 50k + templates available.) Movable Type is also good.
As far as designers, thats not hard to do, theres a guy on here who does them for between $175-225. You will need to have a clue when you get the design back to add things the way you want (the blog scripting). Or have someone in the know of blogs to do it for you.
