This is not about bandwidth (or you specifically) - this is about choosing to not do business with high risk countries.
The potential losses due to fraud and/or not wanting to do trade with countries holding bad human rights records greatly outweighs the financial benefits of a few potential legitimate customers (possibly such as yourself).
This is no different than the risk management CC processors may apply to whom they choose to conduct commercial transactions with.
