The one that really interests me is #1. Are there any sites out there that are already doing that?

I'm implementing #1 (pre-approved domains) into my script in the next few months actually. Currently I check registrar info (certain registrars like parava for example are banned), whois and often the whois of the DNS. I'm probably going to start pre-approving those as well. Often you can find a complete "network" of sites going from one DNS to another and they're often in the same C-block which I end up banning.
#4 - Why do you need this if you have partner accounts anyways?
