This is why our schools are fucked up. Too many adults consider it just a cage to house people until they are old enough to prosecute. Run a school like a prison, and students will act lke prisoners. Students are like anyone else; give them freedom of speech and allow their voices to be heard, or you will face more violent forms of expression. And at 15, some have minds more advanced than the average adult. Genetics determine your intellectual devopment more than birth date.
