The electoral college. Each state has so many electoral votes depending on population size. If a candidate wins a state he gets all of that states electoral votes regardless of the margin of victory in that state. The candidate with a majority of electoral votes wins the election. Gore got approximately 500,000 more votes than Bush nationally(mostly if not entirely because of California and New York). Bush won 30 states to Gore's 20 and won a majority of the electoral votes.

A single vote in the poor little states is worth a lot more than a single vote in the rich big states. It's "affirmative action" for people who can't afford to move to California or New York.
