I would consider the anonymity of alternative payment schemes like E-Gold or something that uses some of David Chaum's patents, for the right price I'm sure I could hire a financial cryptographer to figure that out.
I could see charging anywhere from $90-200 per signup and still be able to pay the affiliates.
Mind you this is all off the top of my head, why do you ask, got an inside line at the DoJ?
