It sucks, but it's not theft at all, you made a mistake, and they did their job properly. It would be nice if they'd store contraband for the owner for later retrieval, but the logistics and liability involved in such an undertaking would be very costly.

I had 6 fucking OTHER lighters in my luggage that made it back just fine.. 2 Sex.com lighters 4 Cybererotica Lighters.. Why are you failing to realize this was THEFT.. Why would they leave the other lighters... Jesus..

DoctorT's luggage was unscaved, nothing taken and he had just as many lighters total... Not as many zippos, but just as many lighters total..
