I think Cancun would be your best bet.
There are enough universities that have spring break in mid-feb. and Cancun is a top student destination so there should be plenty of partiers there. -

South Padre is not a good place to go In Feb, Actually at all, been there before, and not fun at all. Lake Havasu would be fun, but its all based on the water, Your best Bet would be Cancun. Lots of stuff to do, and a lot of girls....

better than Daytona/Panama City/ANYWHERE in Florida
better than Cancun

Mid Feb sucks for Spring Break. There are not many places. If you go to Cancun you are going to end up with a bunch of High School Seniors on their Senior Trips/Feb Vacations. March 1st-21st are the big weeks for U.S Spring Break. The last week in March is decent. I know because I used to help run the Spring Break activities in Negril for 2 years.★★★
