I use webshots.com -- it rotates my desktop pic every so often (you set up the time). Its great,the best program I have. I always have about 5-10 pics I want to use as my desktop background but can never make up my mind.

Why not just make a 3 sec video file of the background with animation you need and download a program that makes video into your background.
