Apparently AIM hasn't considered the fact that Lara Roxxx *might* be Patient Zero in this outbreak rather than Darren James. Maybe they have lab results that tell them that that isn't possible or maybe they are in over their heads without the brain power or resources to handle this.
If you assume Lara could have infected Darren James then they would have to go back and find out all the people Lara 'worked with' prior to her postive test, many weeks because HIV can take up to 60 days to show up on the test - which might take the investigation to Montreal where Lara was working before going to Los Angeles.
