it seems the US still donates more than France. However I think this method is flawed and I don't think it shows an accurate amount but assuming your numbers are correct it should be close..
United States $23.76 x 275,562,673 (est population) = $6,547,369,110.48
France $104.76 x 59,329,691 (est population) = $6,215,378,429.16
3. Denmark $302.72 x 5,336,394 (est population) = $1,615,433,191.68
2. Norway $307.95 x 4,481,162 (est population) = $1,379,973,837.90
1. Luxembourg $352.30 x 437,389 (est population) = $154,092,144.70
