Are you an idiot! The US is pledging that upfront for emergency relief. Then the US will pledge individual amounts to each country as it needs it. As always, the US will pledge more than any other country. ALSO - the US the is largest aid to the UN and to the Red Cross. The US money trickles down everywhere!!!
