If you think that 15 million is chump change, then pull that out of your pocket, and send it.
15 will not touch what will be needed, but why in hell would you send money before you know how much is needed.
And why the fuck does the US have to foot the entire bill for everyone in the world. This disaster was not the fault of the US, and they are not obligated to do anything. So I think, that it is damn lucky that the asshole bush was willing to put out a dime.
