Dude, I'd completely understand your rant if the terms and conditions never mentioned anything about not paying you for foreign traffic or if they said they'd redirect to a dialer and you pay you half but didn't do that.
But I'm sure the terms clearly state they won't pay you for the foreign traffic. The fact that you made an assumption about what they would do with the foreign traffic is your problem, and yours alone.
If the terms tell you not to send foreign traffic and you send it regardless, it's of no consequence what they do with the traffic. If they tell you not to send it, there's no need to tell you what they'll do with it if you do send it, because they told you not to.
