Dude, straight up, you have nothing to bitch about. I'm sure whatever program you're complaining about clearly states in their terms and conditions that they don't pay for foreign joins.
I'm sure, being a good webmaster and having at least half a brain, that you read the terms and conditions in their entirety before signing up and checking the box agreeing to the terms, right?
They don't have to give you a reason. If they say they won't pay on foreign traffic and you continue to send foreign traffic, it's your problem, not theirs. It's therefore your responsibility to filter it, not theirs.
