my friends club is an actual lounge with alcohol and there aren't more than four girls there at any time because its more of a novelty and here in Houston for example he had to purchase the land to run his club on.
the only feasible place for you to make the money you're talking about would be in vegas. perhaps in a semi-exclusive or pricey part of a casino / hotel where it would be sold as a clean fun environment to cool off after the tables or for a breather when you just don't feel like drinking for a while.
even then, one security man won't be enough, one for the door, fine, and then you need a presense around the girls because drinking or not, guy will get out of hand, it's part of the business.
second problem is this, if a girl is going to get topless, and is attractive enough to work the guys who arent buying drinks, why wouldnt she just work at real club, where they "pad" the tabs by getting guys drunk which in turn usually nets more dances.

The guy that bought my place was from Houston. Ever heard of Exciting Tan? There's 3 there now I think.
Basically it's an all-nude "modeling studio". Keep in mind I'm in the Bible Belt and we had judges, cops, etc as customers. No heat. People just over-looked it unless it was election time in which we just slowed down the advertising.
I'm actually looking over our old books now. Damn that was a lot of cash.
